Can anybody tell me what these are?

I’ve been seeing these odd symbols on quite a few websites recently, and even within Google search results. I don’t know what they are, or why they are there?

Anyone care to enlighten me?

    Those characters usually appear when there is a problem of charset detection (for example: text in japanese/cyrillic/arab and you don’t have japanese/cyrillic/arab charset installed, or your browser cant’t recognize it.)

    Thanks for the opinions Rajab and Marco.

    However, I think Marco is right – it’s simply down to character recognition, no more, no less.
