Cossiga seems to be insinuating that left wingers will commit terrorist acts. But then he would say this, he is a right winger.

It is also not to clear just what would constitute an ‘act of terrorism’. Perhaps saying naughty things about Italy’s esteemed politicians on national TV??!

In a way he calls the student protests a precondition for terrorist acts and to my mind he doesn't give too much for the right of free speech. Also I'm wondering why he's only talking about the possiblity of a new red brigade, but not about the ongoing terror by right wing activists and the questionable statement of high ranking government officials.
