With the delay and non discrip of the violation I can only assume it is a scam.I am going to tryb to e-mail the listing of the International conventions and see what happens. I f I hear nothing , then I will try the phone numbers given. My feeling right now is both will be dead ends. and I will stop there. I really like Italyand I may go back if I can, but I will woorry about the it at that time. I will let you know if I hear back from the e-mails or phone calls. It’s rather difficult to give you a detailed answer.
All I’ll say is that if your fines were sent a little more than a year later, they were invalid and that nobody has ever been taken to court.
Why don’t you read the information mentioned on my comment just above yours?

But we were told that now it was too late to appeal anyway!!! Our appeals were posted well within the deadline. Then they disappeared! And so we got the answer: Now it is too late anyway! What a disgrace! Some months passed - perhaps they could see the farce in this procedure after all? But NO! They have just Doubled the 8 fines! In all we now have to pay just under 2000 eurosl! Pay NOW or face a trial - held in ItalyI If you lose (and you will LOSE!), you will have to pay for lawyers, trial etc. AND the Italian court will (and can!) make a court in your own EU-country contact you and force you to pay!!
